一、赛事介绍
随着人工智能技术的飞速发展与深度融合,全球范围内正兴起一场以 “一人公司 / OPC”为核心的创新创业浪潮。这一模式重新定义了AI与个体的关系,通过“人类主导+AI协同”的新范式,叠加临港滴水湖国际数据港的全球AI基础设施,极大赋能“超级个体”融入全球价值链,并极大释放OPC能力边界。
抢占未来产业发展制高点,滴水湖全球OPC人工智能挑战赛暨第二届燕缘·协创者号AI+国际创业大赛于2026年4月开赛。
本届大赛创新性提供OPC与智能体协同平台,并配备充足的AI大模型和智能体研发环境,支持全球参赛者体验临港新片区国际数据中心的跨境AI基础设施;大赛特别同步开放“企业定制命题赛”,将随赛事进程陆续叠加启动,帮助全球企业挖掘出有价值的OPC服务和AI解决方案。
依托临港新片区的数据跨境政策和OPC扶持政策,本届大赛从创业基础、技术要素、人才服务、融资支持、OPC社区、平台建设、品牌活动、生态培育等多个方面提供保障和服务,将在大赛期间和赛后孵化中持续不间断服务全球OPC和AI创业者。

(一)报名与组队
报名时参赛者可通过个人或团队的身份和项目报名:
个人报名后,系统自动组成一人团队,仅可在下个赛段升级为多人团队;
团队报名时,队长报名即可,团队成员无需重复报名,参与组队即可;
活动奖励发放给团队,由团队队长决定奖励分配和使用。

参赛方向一:研发 AI 智能体工具
Specs项目提案,包括需求描述和评测方法,明确工具要解决的创作问题、目标用户、核心功能,以及本轮准备验证的关键能力。
参赛方向二:优化作品创作流程
明确作品目标、创作主题、创作流程、第三方AI工具使用,以及本轮准备展示的阶段成果。
项目分享BIP:每周举办BIP活动,选手可更具自己的时间选择参加,分享参赛项目,有助于交叉评测和评审打分。
(1)第一轮 / Wave 1
方向一提交内容:
重点:Specs项目提案,包括需求描述和评测方法,明确工具要解决的创作问题、目标用户、核心功能,以及本轮准备验证的关键能力。
项目仓库:可提交项目提案 spec.md、需求说明、评测方法、工具集、流程图或其他文档,用于说明正在研发的 AI 智能体工具解决什么问题、如何帮助作品创作,以及计划如何逐轮迭代工具能力。

重点:明确作品目标、创作主题、创作流程、第三方AI工具使用,以及本轮准备展示的阶段成果。

(2)第二轮 / Wave 2
方向一提交内容:
重点:验证技术可行性,实现核心业务逻辑的功能闭环,包括关键技能或工作流(Skills),跑通产品原型(Prototype)。
项目仓库:可提交 skill.md、workflow 文档、原型代码、关键模块说明、工具交互草图,Skills 需完整、有效、可运行,按照 Specs 中评测标准,经测试能够实现产品需求的核心功能。

重点:展示创作流程已从概念进入执行,形成稳定的人与AI协同工作流程,提交作品草稿、框架或中间成果,并能说明流程如何复用。
项目仓库:可提交流程文档、AI工具协作流程、作品草稿,呈现较为完整的作品结构,证明流程可以稳定复用并已进入实质创作阶段。

(3)第三轮 / Wave 3
方向一提交内容:
重点:展示已经具备交互中间作品能力的智能体工具,整合 Skills 技能后,评审能够看到交互过程、输入输出效果,以及工具对创作的实际帮助。
项目仓库:可提交 agent 完整可运行的文档和代码、交互截图、录屏、产出样例或运行说明,按照 Specs 评测标准,展示 AI 智能体工具(agent)的可用性、交互方式、产出效果,以及它如何支持作品创作。

方向二提交内容:
重点:展示完整创作流程的执行效果,能够清晰呈现人与 AI 协作方式以及阶段性成品或可交付结果。
项目仓库:可提交完整创作作品、包括自研作品展示网页、AI工具协作截图等执行流程说明、阶段性成品或可交付内容,展示完整创作流程的执行效果、人工与 AI 协作方式,以及阶段性作品成果。

(4)赛区总决赛/Wave 4
赛段任务:以Agents为中心完成独立应用或插件开发(Application),优化用户体验,实现产品部署用于作品生成,应用程序和AIGC作品集作为路演资料;
比赛形式:决赛采用线下48小时协创马拉松Buildathon,集中冲刺开发,完善AIGC作品集,完成项目路演,角逐S1名次;
晋级方式:经现场专家评审打分,角逐前10名,并为前三名颁奖。
(三)评审规则
1. AI评审
适用范围:各联赛的限时突围赛段(线上),即wave1、wave2和wave3
评审流程:
(1)参赛选手在限定提交时间内完成各赛段任务交付,完成提交阶段后一天开始交叉评测阶段;
(2)每个交叉评测任务是基于被评测项目的辩论过程(可使用智能体队友支持完成):
参赛选手可以选择参加项目分享BIP活动;
参赛选手需要到指定被评测项目下发表评论;评论内容将作为该项目AI评审内容;
选手也可以该赛段内自由评论其他任意项目;评论内容将作为该项目AI评审内容;
参赛项目在收到其他项目选手的评论后,需在该赛段结束前完成回复;回复内容将作为该项目AI评审内容。
公布结果阶段,AI 读取并综合分析项目仓库及全部辩论内容,生成最终评测评分,依据评分生成排行榜。
2. 专家评审
适用范围:赛区年度总决赛
评审规则:
评审拟邀请重量级专家评委团,包含技术、产品、投资三大方向,围绕AIGC+OPC模式的核心特点,确保公平公正。评审从以下几个方面展开:
(1)创新性与技术含量(30%): 项目是否具备核心技术或独特的创新理念;
(2)AI+OPC模式可行性(30%): 项目架构是否真正体现“单人+AI”的高效协同,人力与AI分工是否合理;
(3)市场潜力与社会价值(30%): 项目的市场规模、成长性及可能产生的社会经济效益;
(4)落地海外市场可行性(10%): 项目与海外市场应用场景的契合度,以及团队的落地意愿与规划。
(四)参赛要求
参赛报名须保证所提供的信息准确、真实、有效,所有参赛成员的昵称、参赛队名等自拟信息不得违反国家法律和社会公德,不得侵犯他人的品牌权利、知识产权、名誉权等合法权利。
参赛作品必须保证原创性,不违反任何中华人民共和国的有关法律,不得侵犯他人专利权、著作权、商标权及其他知识产权;一经发现或经权利人提出并查证,组委会将取消其比赛成绩并进行严肃处理。
参赛项目需确保材料真实,如申报材料、比赛过程中出现弄虚作假行为,一经发现立即取消参赛资格。
参赛单位或个人无不良记录。
总决赛获奖队伍需满足临港新片区政策对于OPC认定条件,方可领取现金奖励和算力奖励。
七、参赛说明
1. 组委会将保护选手提交至Synnovator协创者号平台中参赛内容的知识产权,支持选手在完整项目仓库中自定义公开范围,除赛段规定必须公开的提交物之外,充分尊重参赛选手对项目资料和代码的开源选择权。
2. 参赛作品的知识产权归参赛团队所有。获奖作品的展示权、宣传权归组委会所有。组委会有权在相关活动中使用获奖作品进行非商业性展示和宣传。
3. 命题赛主办方有权限与参赛团队洽谈商业合作,该部分商业合作大赛其余各方不参与对接和执行,请各位参赛者根据自身情况决策。
4. 组委会将对AI评审结果进行复核,保证结果准确、公正。
5. 赛事奖励及发放规则最终解释权归命题赛主办方所有,赛事奖励发放由命题赛主办方直接负责,大赛组委会拥有监督权力。所有奖金发放将依照中华人民共和国相关税法规定代扣代缴个人所得税。获奖者需提供真实有效的身份证明和纳税信息。奖金发放时间以命题赛主办方通知为准。
6. 大赛的最终解释权归大赛组委会所有。组委会保留根据实际情况调整赛程、规则等相关事项的权利,并将及时通知参赛团队。
I. Event Introduction
With the rapid development and deep integration of artificial intelligence, a wave of innovation and entrepreneurship centered on the "One-Person Company / OPC" is emerging worldwide. This model redefines the relationship between AI and the individual. Through a new paradigm of "human-led + AI-collaborated," combined with the global AI infrastructure of the Lingang Dishui Lake International Data Port, it greatly empowers "super individuals" to integrate into the global value chain and dramatically expands the capability boundaries of OPCs.
To seize the commanding heights of future industrial development, the Dishui Lake Global OPC Artificial Intelligence Challenge & the 2nd Yanyuan · Synnovator AI+ International Entrepreneurship Competition will kick off in April 2026.
This edition innovatively provides an OPC-and-agent collaboration platform, equipped with ample AI large-model and agent development environments, enabling global participants to experience the cross-border AI infrastructure of the Lingang Special Area's international data center. The competition also opens an "Enterprise Custom-Challenge" track in parallel, which will be launched progressively as the event unfolds, helping global enterprises uncover valuable OPC services and AI solutions.
Building on the Lingang Special Area's cross-border data policies and OPC support policies, this edition provides safeguards and services across entrepreneurship fundamentals, technical resources, talent services, financing support, OPC community, platform building, brand activities, and ecosystem cultivation, continuously serving global OPCs and AI entrepreneurs throughout the competition and post-event incubation.

IV. Registration
(1) Registration & Team Formation
Participants may register as an individual or a team, with a project:
- After individual registration, the system automatically forms a one-person team, which may upgrade to a multi-person team only in the next stage;
- For team registration, only the team leader needs to register; team members do not need to register again — joining the team is sufficient;

Participation Direction 1: Develop AI agent tools
Submit a Specs project proposal containing requirement descriptions and evaluation methods. Define the creative problem the tool solves, its target users, core functions, and the key capabilities to validate in this round.
Participation Direction 2: Optimize the creative workflow
Define the work's objective, creative theme, production workflow, use of third-party AI tools, and the stage results to be demonstrated in this round.
Project Sharing BIP: BIP sessions are held weekly. Participants may join according to their own schedules and share their competition projects to support peer review and judging.
(a) Round 1 / Wave 1
Direction 1 deliverables:
- Focus: A Specs project proposal with requirement descriptions and evaluation methods, defining the creative problem, target users, core functions, and key capability to validate.
- Project repository: May include
spec.md, requirement notes, evaluation methods, tool collections, flowcharts, or other documents explaining the AI agent tool under development, how it supports creation, and how its capabilities will be iterated across rounds.
- Demo link: A product demo link may be submitted if available.
Direction 2 deliverables:
- Focus: Define the work's objective, creative theme, production workflow, use of third-party AI tools, and the stage results to demonstrate.
- Project repository: May include workflow documents, third-party AI tool collections, flowcharts, or stage results explaining the creative process and what will be demonstrated at this stage.
- Demo link: A product demo may be submitted if available.
(b) Round 2 / Wave 2
Direction 1 deliverables:
- Focus: Validate technical feasibility and complete the core business-logic loop, including key Skills or workflows, with a working Prototype.
- Project repository: May include
skill.md, workflow documents, prototype code, key-module descriptions, or interaction sketches. Skills must be complete, valid, runnable, and demonstrate the product's core functions against the Specs evaluation criteria.
- Demo link: A product demo link may be submitted if available.
Direction 2 deliverables:
- Focus: Show that the creative workflow has moved from concept into execution, forming a stable human-AI collaborative process with drafts, structure, or intermediate results and an explanation of how it can be reused.
- Project repository: May include process documents, AI-tool collaboration workflows, and drafts that present a reasonably complete work structure and demonstrate stable reuse and substantive creation progress.
- Demo link: May link to a third-party showcase platform, a self-hosted work page, social-media content, or another work presentation.
(c) Round 3 / Wave 3
Direction 1 deliverables:
- Focus: Demonstrate an agent tool capable of interactive intermediate work. After integrating Skills, reviewers should be able to see the interaction process, input/output results, and the tool's practical support for creation.
- Project repository: May include complete runnable agent documentation and code, interaction screenshots, recordings, output samples, or operating instructions that demonstrate usability, interaction, output quality, and creative support against the Specs evaluation criteria.
- Demo link: A product demo link may be submitted if available.
Direction 2 deliverables:
- Focus: Demonstrate the execution results of a complete creative workflow, clearly showing human-AI collaboration and stage-complete or deliverable outcomes.
- Project repository: May include a complete creative work, a self-developed showcase page, AI-tool collaboration screenshots, execution-process notes, stage-complete works, or deliverable content showing the full workflow and human-AI collaboration.
- Demo link: May link to a third-party showcase platform, a self-developed work page, social-media content, or another work presentation.
(d) Area Grand Final / Wave 4
- Task: Centered on Agents, complete an independent application or plugin (Application), optimize UX, and deploy the product for work generation; the application and AIGC portfolio serve as roadshow materials;
- Format: The final adopts a 48-hour offline Buildathon for a concentrated development sprint, refining the AIGC portfolio, completing the project roadshow, and competing for S1 rankings;
- Advancement: Scored by on-site expert review, competing for the top 10, with awards for the top 3.
(3) Review Rules
1. AI Review
Scope: The time-limited online stages of each league: Wave 1, Wave 2, and Wave 3.
Process:
- (1) Participants complete each stage's deliverables within the submission window; the peer-review stage begins one day after submission closes.
- (2) Each cross-review task is based on a debate process around the project under review, with optional support from agent teammates.
- Participants may choose to join Project Sharing BIP sessions.
- Participants must post comments on the designated project under review; those comments become part of that project's AI-review material.
- Participants may also freely comment on any other project during the stage; those comments likewise become part of that project's AI-review material.
- After receiving comments from other participants, a project must reply before the stage ends; those replies become part of that project's AI-review material.
- In the results phase, the AI reads and comprehensively analyzes the project repository and all debate content, generates the final review score, and produces the leaderboard accordingly.
2. Expert Review
Scope: The annual area grand final.
Rules: A panel of heavyweight expert judges is to be invited, covering three directions — technology, product, and investment — centered on the core features of the AIGC+OPC model to ensure fairness. The review covers:
- (1) Innovation & Technical Merit (30%): whether the project has core technology or a unique innovative concept;
- (2) AI+OPC Model Feasibility (30%): whether the architecture truly reflects efficient "single-person + AI" collaboration, and whether the division of labor between humans and AI is reasonable;
- (3) Market Potential & Social Value (30%): the project's market size, growth potential, and possible socioeconomic benefits;
- (4) Overseas Market Feasibility (10%): the fit between the project and overseas application scenarios, and the team's willingness and plans to land overseas.
(4) Participation Requirements
- Registration must ensure the information provided is accurate, true, and valid. Self-chosen information such as member nicknames and team names must not violate national laws or social ethics, nor infringe others' brand rights, intellectual property, reputation rights, or other lawful rights.
- Entries must be original and must not violate any laws of the People's Republic of China, nor infringe others' patents, copyrights, trademarks, or other IP. Once discovered, or raised and verified by a rights holder, the organizing committee will disqualify the result and handle it seriously.
- Projects must ensure their materials are authentic; any fraud in application materials or during the competition will result in immediate disqualification once discovered.
- Participating entities or individuals must have no bad record.
- Award-winning teams in the grand final must meet the Lingang Special Area policy's OPC certification conditions in order to claim the cash and compute awards.
VII. Participation Notes
- The organizing committee will protect the IP of participants' content submitted to the Synnovator platform, supporting participants in customizing the visibility scope within their complete project repository; aside from deliverables that must be public per stage rules, it fully respects participants' open-source choices for project materials and code.
- The IP of entries belongs to the participating teams. The display and promotional rights of winning entries belong to the organizing committee, which may use winning entries for non-commercial display and promotion in related activities.
- The challenge-track host has the right to discuss commercial cooperation with participating teams; other parties of the competition do not participate in such outreach or execution — participants should decide based on their own circumstances.
- The organizing committee will review the AI-review results to ensure accuracy and fairness.
- The final interpretation of award and disbursement rules belongs to the challenge-track host; award disbursement is the direct responsibility of the challenge-track host, with the organizing committee holding oversight authority. All prize disbursements will withhold and pay individual income tax in accordance with the relevant tax laws of the People's Republic of China. Winners must provide valid identity and tax information. The disbursement time is subject to the challenge-track host's notice.
- The final interpretation of the competition belongs to the organizing committee, which reserves the right to adjust the schedule, rules, and related matters as appropriate, and will notify participating teams in a timely manner.
